Linkage with national strategies

Objective
Implementation of MKURABITA processes will be mainstreamed into the existing central and local government structures to avoid duplication of efforts and escalation of costs. Formalization interventions will be appropriately aligned with other ongoing development and poverty reduction initiatives with an objective of building synergies and minimizing duplications of efforts by related programs

MKURABITA in the Context of MKUKUTA, MKUZA and Other National Processes
MKUKUTA and MKUZA are national strategies geared at economic growth and reduction of poverty. In the context of the two strategies, MKURABITA portrays important mechanisms for delivering the targeted outcomes. A conservative review of MKURABITA’s relation to the goals and outcomes of MKUKUTA and MKUZA shows that implementation of the core activities of the Formalization Program as well as the complimentary or realization of MKUKUTA’s and MKUZA’s outcomes. For instance, the empowerment of entrepreneurs in the small and medium enterprises segment of the private sector is clearly identified as a priority area in promoting growth and reduction of poverty particularly income poverty

MKURABITA will be implemented though the existing government structure particularly in the Local Government system. The foreseen changes in the institutional arrangement will therefore sufficiently relate to the Local Government Reform Program.

The implementation of MKURABITA’s specific interventions will be linked into important sectoral programs such as the Agriculture Sector Development Program, Small and Medium Scale Enterprises Development Program, Legal Sector Reforms Program, Financial Sector Development initiatives and several other community driven development initiatives.

Private Sector Development as a means of attaining the MDG target of reducing abject income poverty will obviously benefit from secure properties legal regime and the expansion of the entrepreneurs base in the country.


 
 
  • Well adjudicated and surveyed boundaries to avoid lands conflicts with neighbouring villages
  • Approved Village Land Use Management Plan
  • Good infrastructure in place for the Village Land Registry
  • Individual application for survey of farm must be submitted to the Village Council for recommendation
  • Application must be duly approved by the Village Assembly
 
 
  • Local Authority to identify and declare the area to be an area for formalization,
  • Public awareness to local leaders and the community in area of formalization,
  • Preparation of schemes of regularization and approval by respective authorities,
  • Land surveying of individual plots as per detailed layout and approval by respective authorities,
  • Preparation and issuance of Certificate of Right of Occupancy to individuals with surveyed land.
